Rule 23
Full Bench
(1) Three judges will be involved in the full bench.
(2) The following cases, petitions and reports will be considered by the full court:-
(a) a case or report in which there is a difference of opinion between the Judges of the Joint Bench,
(b) a case ordered by the Joint Bench to be referred to the Full Bench, where the opinion or decision of the two Joint Benches differ in relation to the interpretation of any law or any legal principle,
(c) a case ordered by that Bench to be submitted to a Full Bench stating that a complex question of law involved in a case is appropriate to be decided by a Full Bench, specifying the legal question and the reasons why it should be decided by a Full Bench,
(d) a case ordered by the Joint Bench to be referred to the Full Bench as the separate cases pending before the Joint Bench and the Full Bench involve the same question of law or are related to each other and it is appropriate to decide the two cases simultaneously,
(e) a case ordered by a Joint Bench to be referred to a Full Bench without agreeing with the opinion of another Joint Bench,
(f) a case which the Chief Justice, considering the complexity and importance of the legal question involved in the case, has determined to be submitted to the Full Bench,
(G) A case that has been registered as an appeal after the deadline for appeal has not been issued or has been issued late or for any other reason has been decided by the applicant.
(3) In case of difference of opinion of the Judges of the Full Bench, the opinion of the majority shall be deemed to be the decision of the Court.
